New York City Emergency Management has issued an alert warning residents to prepare for extreme cold this week, with wind chills expected to drop the temperature significantly. The alert, sent on Monday, advises residents to wear dry, warm clothing and keep exposed skin covered, including fingertips, earlobes and noses.
